INTERNATIONAL REGULATIONS FOR PREVENTING COLLISIONS AT SEA

 

PART  A

GENERAL



Rule 1

Application

Domeniul de aplicare

a) These Rules shall apply to all vessels upon the high seas and in all waters connected therewith navigable by seagoing vessels.

a)Prezentele reguli se aplica tuturor navelor aflate in largul marii si pe toate apele invecinate accesibile navelor maritime.

b) Nothing in these Rules shall interfere with the operation of special rules made by an appropriate authority for roadsteads, harbours, rivers, lakes or inland waterways connected with the high seas and navigable by seagoing vessels. Such special rules shall conform as closely as possible to these Rules.

b)Nici o dispozitie a prezentelor reguli nu trebuie sa impiedice aplicarea  prescriptiilor speciale, stabilite de catre autoritatea competenta, cu privire la navigatia in rade, porturi, pe fluvii, lacuri sau caile de navigatie interioara comunicand cu marea si accesibile navelor maritime. Asemenea prescriptii speciale trebuie sa fie cat mai conforme posibil cu prezentele reguli.

c) Nothing in these Rules shall interfere with the operation of special rules made by the Government of any State with respect to additional station or signal lights, shapes or whistle signals for ships of war and vessels proceeding under convoy, or with respect to additional station or signal lights or shapes for fishing vessels engaged in fishing as a fleet. These additional station or signal lights, shapes or whistle signals shall, so far as possible, be such that they cannot be mistaken for any light, shape or signal authorized elsewhere under these Rules.

c) Nici o dispozitie din prezentele reguli nu trebuie sa impiedice aplicarea prescriptiilor speciale stabilite  de guvernul unui stat cu privire la marirea numarului luminilor de pozitie, a semnalelor luminoase sau semnalelor cu fluierul de utilizat de catre navele  de razboi si navele in  convoi, sau in vederea maririi numarului luminilor de pozitie ori a semnalelor luminoase de folosit de catre navele ce pescuiesc alcatuind o flotila de pescuit.

Aceste lumini de pozitie,semnale suplimentare luminoase sau cu fluierul trebuie,  in masura posibilului, sa fie astfel incit sa faca  imposibila confundarea lor cu orice alta lumina sau semnal autorizat in oricare din prezentele Reguli.

d) Traffic separation schemes may be adopted by the Organisation for the purpose of these Rules.

d) Organizatia poate adopta dispozitive de separare a traficului in intelesul prezentelor Reguli.

e) Whenever the Government concerned shall have dterminated that a vessel of special construction or purpose cannot comply with the provisions of any of these Rules with respect to the number, position, range or arc of visibility of lights or shapes, as well as to the disposition and aharacteristics of sound-signalling appliances, such vessel shall comply with such other provisions in regard to the number, position, range or arc of visibility of lights or shapes, as well as to the disposition and characteristics of sound-signalling appliances, as her Government shall have determined to be the closest as possible compliance with these Rules in respect of the vessel.

e) Ori de cate ori un guvern considera ca o nava de constructie speciala sau destinata unor operatiuni speciale nu se poate conforma tuturor dispo-zitiilor vreuneia dintre prezentele Reguli, in ceea ce priveste numarul, ampla-sarea, bataia sau sectorul de vizibilitate a luminilor si semnelor, ca si pozitia si caracteristicile dispozitivelor de semnalizare sonora,fara ca sa stinjeneasca functiile speciale ale navei, aceasta nava trebuie sa se conformeze altor asemenea dispozitii ce se refera la numar, amplasare, bataie, sau sectorul de vizibilitate a luminilor sau semnelor, cat si la pozitia si caracteristicile dispo-zitivelor de semnalizare sonora, care dupa aprecierea guvernului interesat, permit in aceste cazuri sa se conformeze cat mai mult posibil prezentelor Reguli.

Rule 2

Responsibility

a) Nothing in these rules shall exonerate any vessel, or the owner, master or crew thereof, from the consequences of any neglect to comply with these Rules or of the neglect of any precaution which may be required by the ordinary practice of seamen, or by the special circumstances of these case                                                                                                                

a)     Nici una dintre dispozitiile prezentelor Reguli nu scuteste o nava, sau  pe  proprietarul ei, pe comandantul sau echipajul sau de consecintele unei neglijente oarecare atit in ceea ce priveste aplicarea prezentelor Reguli, cat si in ceea ce priveste luarea oricaror masuri  de prevedere cerute de experienta obisnuita a marinarului sau de imprejurarile deosebite in care se gaseste nava.

b) In construing and complying with these Rules due regard shall be had  to all dangers of navigation and collision and to any special circumstances, including the limitations of the vessels involved, which may make a departure from these rules necessary to avoid immediate danger.

b)     In interpretarea si aplicarea prezentelor reguli, se va tine seama in mod deosebit de toate pericolele de navigatie si de toate imprejurarile deosebite, in special de limitele de folosire a navelor  in cauza, care pot duce la abateri de la prevederile prezentelor Reguli pentru evitarea unui pericol imediat.

Rule 3

General definitions

Definitii generale

For the purpose of these Rules, except where the context otherwise requires :

In intelesul prezentelor reguli, in afara de dispozitii contrare rezultand din context :

a) The word “vessel” includes every description of water craft, including non-displacement craft and seaplanes, used or capable of being used as means of transportation on water.

a)     Termenul nava inseamna orice constructie sau orice aparat de orice natura ar fi, inclusiv constructiile fara pescaj si hidroavioanele, folosita sau susceptibila a fi folosita ca mijloc de transport pe apa. 

b) The term “power driven vessel” means any vessel propelled by machinery.

b) Expresia nava cu propulsie mecanica inseamna orice nava pusa in miscare de catre o masina.

c) The term “sailing vessel” means any vessel under sail provided that propelling machinery, if fitted, is not being used.

c) Expresia nava cu vele inseamna orice nava care naviga cu vele, chiar daca are masina cu propulsie, cu conditia ca aceasta sa nu fie folosita.

d) The term “vessel engaged in fishing” means any vessel fishing with nets, lines, trawls or other fishing apparatus which restrict manoeuvrability, but does not include a vessel fishing with trolling lines or other fishing apparatus which do not restrict manoeuvrability.

d) Expresia nava care pescuieste inseamna orice nava care pescuieste cu plase, carmace, traul sau orice alte scule de pescuit care ii reduc capacitatea de manevra, dar nu se aplica navelor care pescuiesc cu carlige remorcate sau alte scule de pescuit care nu le reduc capacitatea de manevra.

e) The word “seaplane” includes any aircraft designed to manoeuvre on the water.

e) Termenul hidroavion inseamna orice aeronava conceputa sa manevreze pe apa.

f) The term “vessel not under command” means a vessel which through some exceptional circumstance is unable to manoeuvre as required by these Rules and is therefore unable to keep out  of the way of another vessel.

f) Expresia  nava care nu este stapana pe manevra sa inseamna o nava care, din cauza unei imprejurari exceptionale , nu este in masura sa manevreze conform prezentelor reguli si deci nu poate sa se indeparteze din drumul altei nave.

g) The term “vessel restricted in her ability to manouvre” means a vessel which from the nature of her work is restricted in her ability to manoeuvre by these Rules and is therefore unable to keep out of the way of another vessel. The term vessel restricted in her ability to manoeuvre shall include but not be limited to:

                   i)       a vessel engaged in laying, servicing or picking up a navigation mark, submarine cable or pipeline;

                 ii)       a vessel engaged in dredging, surveying or underwater operations;

               iii)       a vessel engaged in replenishment or transferring persons, provisions or cargo while underway;

                iv)       a vessel engaged in the launching or recovery of aircraft;

                  v)       a vessel engaged in mineclearance operations;

                vi)       a vessel engaged in a towing operation such as severely restricts the towing vessel and her tow in their ability to deviate from their course;

g) Expresia nava cu capacitate de manevra redusa inseamna o nava a carei capacitate de a manevra conform prezentelor reguli este limitata prin natura lucrarilor sale si care, in consecinta, nu se poate indeparta din drumul altei nave.

      Urmatoarele nave trebuie considerate nave cu capacitate de manevra redusa :

                   i)       navele ocupate cu punerea, scoaterea sau intretinerea unui reper de navigatie, a unui cablu sau a unei conducte submarine ;

                 ii)       navele aflate in curs de a executa operatiuni de dragaj, ridicari hidrografice sau oceanografice ori lucrari sub apa ;

               iii)       navele care aflindu-se in mers fac alimentare cu combustibil sau transborda persoane provizii sau o incarcatura ;

                iv)       navele care sunt in curs de a efectua operatiuni de decolare, aterizare sau recuperari de aeronave ;

                  v)       navele care sunt in cursul operatiunilor de dragare de mine ;

                vi)       navele in curs de a efectua operatiuni de remorcaj care prin natura sa permite cu greu remorcherului si remorcii sale de a-si modifica drumul ;

h) The term “vessel constrained by her draught” means a power-driven vessel which because of her draught in relation to the available depth and width of navigable water is severely restricted in her ability to deviate from the course she is following.

h) Expresia nava stanjenita de pescajul sau inseamna orice nava cu propulsie mecanica care din cauza pescajului sau si a adancimii apei sub chila poate sa-si modifice cu greu drumul.

i) The word “underway” means that a vessel is not at anchor, or made fast to the shore, or aground.

i) Expresia in mers se aplica oricarei nave care nu este nici la ancora, nici legata la mal, nici esuata.

j) The words “length” and “breadth” of a vessel mean her length overall and greatest breadth.

j) Termenii lungimea si latimea unei nave inseamna lungimea sa peste tot si latimea maxima.

k) Vessels shall be deemed to be in sight of one another only when one can be observed visually from other.

k) Doua nave sunt considerate ca fiind in vedere numai cand una dintre ele poate fi observata vizual de catre cealalta.

l) The term “restrictedvisibility” means any condition in which visibility is restricted by fog, mist, falling snow, heavy rainstorms, sandstorms or any other similar causes.

l) Expresia vizibilitate redusa inseamna orice situatie in care vizibilitatea este redusa din cauza cetii, burnitei, ninsorii, averselor puternice de ploaie sau a furtunilor de nisip ori din orice alte cauze asemanatoare.

PARTEA B

STEERING AND SAILING RULES
REGULI DE GUVERNARE SI DE DRUM

SECTION  I

Conduct of vessels in any condition of visibility.

Rule 4

Application

Rules in this Section apply in any condition of visibility

Regulile prezentei sectiuni se aplica in orice conditii de vizibilitate.

Rule 5

Look-out

Veghea

Every vessel shall at all times maintain a proper look-out by sight and hearing as well as by all available means appropriate in the prevailing circumstances and conditions so as to make a full appraisal of the situation and the risk of collision.

Orice nava trebuie sa asigure in permanenta o veghe vizuala si auditiva corespunzatoare, folosind in acelasi timp toate mijloacele disponibile potrivit cu imprejurarile si conditiile existente, in asa fel incat sa permita o apreciere completa a situatiei si a pericolului de abordaj.

Rule 6

Safe speed

Viteza de siguranta

Every vessel shall at all times proceed at a safe speed so that she can take proper and effective action to avoid collision and be stopped within a distance appropriate to the prevailing circumstances and conditions.

In determining a safe speed the following factors shall be among those taken into account.

Orice nava trebuie tot timpul sa navige cu o viteza de siguranta astfel incat sa poata actiona corect si eficace pentru prevenirea unui abordaj si pentru a fi oprita pe o distanta corespunzatoare imprejurarilor si conditiilor existente.

Pentru determinarea vitezei de siguranta trebuie luati in considerare urmatorii factori :

a)     De catre toate navele :

             i)             vizibilitatea ;

           ii)             densitatea traficului si mai ales concentrarile de nave de pescuit sau a oricaror alte nave ;

         iii)             capacitatea de manevra si mai ales distanta de oprire si calitatile de girare in conditiile existente ;

         iv)             noaptea,existenta unui fundal luminos ca acela produs de luminile de pe coasta sau de lumina difuza a propriilor sale lumini ;

           v)             starea vantului, a marii si a curentilor precum si apropierea de pericolele de navigatie ;

         vi)             pescajul navei in raport cu adancimea apei disponibile.

a)       By all vessels:

             i)             the state of visibility;

           ii)             the traffic density including concentrations of fishing vessels or any other vessels;

         iii)             the manoeuvrability of the vessel with special reference to stopping distance and turning ability in the prevailing conditions;

         iv)             at night the presence of background lights such as form shore lights or from back scatter of her own lights;

           v)             the state of mind, sea and current, and the proximity of navigational hazards;

         vi)             the draught in relation to the available depth of water.

In plus, pentru navele care folosesc un radar :

             i)             caracteristicile,eficacitatea si limitele de folosire ale echipamentului radar ;

           ii)             limitarile rezultate din scalele folosite la radar ;

         iii)             efectul starii mariii, conditiilor meteorologice si a altor surse de bruiaj asupra detectiei prin radar ;

         iv)             faptul ca ambarcatiunile mici, gheturile si alte obiecte plutitoare nu pot fi detectate cu radarul la o distanta suficienta ;

           v)             numarul, pozitia si miscarea navelor detectate cu radarul ;

         vi)             faptul ca este posibil sa a se aprecieze mai exact vizibilitatea atunci cand radarul este folosit pentru determinarea distantei la navele si alte obiecte aflate in vecinatate.

b)     Additionally, by vessels with operational radar:

             i)             the characteristics, efficiency and limitations of the radar equipment;

           ii)             any constrains imposed by the radar range scale in use;

         iii)             the effect of radar detection of the sae state, weather and other sources of interference;

         iv)             the possibility that small vessels, ice and other floating objects may not be detected by radar at an adequate range;

           v)             the number, locations and movement of vessels detected by radar;

         vi)             the more exact assessment of the visibility that may be possible when radar is used to determine the range ofvessels or other objects in the vicinity.

Rule 7

Risk of collision

Pericolul de abordaj

a)  Every vessel shall use all available means appropriate to the prevailing circumstances and conditions to determinate if risk of collision exists. If there is any boubt such risk shall be deemed to exist.

a)       Orice nava trebuie sa foloseasca toate mijloacele disponibile corespunzatoare imprejurarilor si conditiilor existente pentru a stabili daca exista un pericol de abordaj. Daca exista indoiala in ceea ce priveste pericolul de abordaj, trebuie sa se considere ca acel pericol exista.

b)  Proper use shall be made of radar equipement if fitted and operational, including long-range scanning to obtain early warning of risk of collision and radar plotting or equivalent systematic observation of detected objects.

b)       Daca la bord exista un echipament radar in functiune, acesta trebuie folosit in mod corespunzator incluzand explorarea la mare distanta, cu scopul de a descoperi din timp un pericol de abordaj si determinarea pozitiei obiectelor detectate cu radarul sau orice alta observare sistematica echivalenta.

c)  Assumptions shall not be made on the basis of scanty information, especially scanty radar information.

c)        Se va evita tragerea de concluzii din informatii insuficiente, mai ales din informatii radar insuficiente.

d)     In determining if risk of collision exists the following considerations shall be among those taken into account:

             i)             such risk shall be deemed to exists if the compas bearing of an approaching vessle does not appreciably change;

           ii)             such risk may sometimes exist even when an appreciable bearing change is evident, particulerly when approaching a very large vessel or a tow or when approaching a vessel at close range.

d)      La aprecierea unui pericol de abordaj trebuie sa se tina seama mai ales de urmatoarele consideratii :

             i)             –exista pericol de abordaj daca relevmentul la compas la o nava care se apropie nu variaza intr-un mod apreciabil ;

           ii)             –in unele cazuri pericolul de abordaj exista chiar daca se observa ca relevmentul variaza in mod apreciabil, mai ales la apropierea de o nava foarte mare, de un convoi remorcat sau de o nava care se afla la distanta mica.

Rule 8

Action to avoid collision

Manevre pentru evitarea abordajelor

a)  Any action to avoid collision shall, if the circumstances of the case admit, be positive, made in ample time and with due regard to the observance of good seamanship.

a)     Orice manevra ce se face pentru evitarea unui abordaj trebuie, daca imprejurarile permit, sa fie executata hotarat, din timp si conform cu practica marinareasca.

b)  Any alteration of course and/or speed to avoid collision shall, if the circumstances of the case admit, be large enough to be readily apparent to another vessel oserving visually or by radar; a succesion of small alterations of course and/or speed should be avoided.

b)     Orice schimbare de drum sau de viteza sau amandoua deodata, in scopul evitarii unui abordaj, trebuie, daca imprejurarile permit, sa fie destul de mare pentru a putea fi perceputa imediat de orice nava care o observa vizual sau cu radarul; trebuie evitate schimbarile succesive de mica importanta de drum, viteza sau ale ambelor concomitent.

c)  If there is sufficient sea room, alteration of course alonemay be the most effective action to avoid a close-quarters situation provided that it is made in good time, is substantial and does not result in another close-quarter situation.

c)      Daca nava are suficient spatiu, numai simpla schimbare de drum, poate fi manevra cea mai eficace pentru a se ajunge intr-o pozitie de foarte mare apropiere, cu conditia ca aceasta manevra sa fie facuta cu mult timp inainte, sa fie substantiala si sa nu conduca la o alta situatie de foarte mare apropiere.

d)  Action taken to avoid collision with another vessel shall be such as to result in passing at a safe distance. The effectiveness of the action shall be carefully checked until the other vessel is finally past and clear.

d)     Manevrele facute pentru evitarea abordajului cu o alta nava trebuie sa fie astfel incat sa permita trecerea la o distanta de siguranta. Eficacitatea manevrelor trebuie controlata cu atentie pana cand cealalta nava a fost complet si definitiv evitata.

e)  If necessary to avoid collision or allow more time to assess the situation, a vessel shall slacken her speed or take all way off by stopping or reversing her means of propulsion.

e)     Daca este nevoie, ca sa se evite un abordaj, sau pentru a se castiga mai mult timp pentru aprecierea situatiei, nava trebuie sa reduca viteza sau sa opreasca complet, stopand masinile ori punandu-le inapoi.

f)        i)   A vessel which by any of these Rules is required not to impede the passage or safe passage of another vessel shall, when required by the circumstances of the case, take early action to allow sufficient sea room fot the safe passage of the other vessel.

ii) A vessel required not to impede the passage or safe passage of another vessel is not relieved of this obligation if approaching the other vessel so as to involve risk of collision and shall, when taking action, have full regard to the action which may be required by the Rules of this Part.

     iii) A vessel whose passage is not to be impeded remains fully obliged to comply with the Rules of this Part when the two vessels are approaching one another so as to involve risk of collision.

Rule 9

Narrow channels

a)  A vessel proceeding along the course of a narrow channel or fairway shall keep as near to the outer limit of the channel or fairway which lies on her starboard side as is safe and practicable.

a)       Navele in mers printr-un senal sau pe o cale de acces ingusta trebuie, atunci cand aceasta se face fara pericol, sa navige cat mai aproape posibil de marginea exterioara din dreapta a senalului sau a caii de acces respective. 

          b)  A vessel of less than 20 metres in length or a sailing vessel shall not impede the passage of a vessel which can safely navigate only witin a narrow channel or fairway.

b)       Navele cu o lungime mai mica de 20 m si navele cu vele nu trebuie sa stanjeneasca trecerea  navelor care nu pot naviga in deplina siguranta decat prin senal sau pe calea de acces ingusta.

          c)  A vessel engaged in fishing shall not impede the passage of any other vessel navigating within a narrow channel or fairway.

c)        Navele aflate in curs de pescuit nu trebuie sa stanjeneasca trecerea altor nave care naviga prin senal sau printr-o cale de acces ingusta.

          d)  A vessel shall not cross a narrow channel or fairway if such crossing impedes the passage of a vessel which can safely navigate only within such channel or fairway. The latter vessel may use the sound signal prescribed in Rule 34 d) if in doubt as to the intention of the crossing vessel.  ( ·  ·  ·  ·  · )

d)       O nava trebuie sa evite sa traverseze un senal sau cale de acces ingusta daca, prin aceasta, stanjeneste trecerea navelor care nu pot naviga in deplina siguranta decat prin interiorul acestui senal sau pe calea de acces ingusta; aceste din urma nave pot folosi semnalul sonor prescris de regula 34d) daca se indoiesc de intentiile navei care traverseaza senalul sau calea de acces.         ( ·  ·  ·  ·  · )

          e)  i)  In a narrow channel or fairway when overtaking can take place only if the vessel to be overtaken has to take action to permit safe passing, the vessel intending to overtake shall indicate her intention by sounding the appropriate signal prescribed in Rule 34 c) i)                ( _  _  . ) or ( _  _  .  . ). The vessel to be overtaking shall, if in agreement, sound the appropriate signal prescribed in Rule 34 c) ii)    ( _  .  _  . ) and take steps for the safe passing. If in doubt she may sound the signal prescribed in Rule 34 d)   ( ·  ·  ·  ·  · ).

              ii)  This rule does not relieve the overtaking vessel of her obligation under Rule 13.

e)   i) Intr-un senal sau intr-o cale de acces ingusta, cand depasirea nu se poate face decat daca nava ajunsa din urma manevreaza pentru a permite celeilalte nave sa o depaseasca in deplina siguranta, nava care ajunge din urma trebuie sa faca cunoscuta intentia sa emitand semnalul sonor corespunzator prescris de regula 34c) i).   ( _ _ . ) sau ( _ _ . . )                Nava ajunsa din urma trebuie, daca este de acord, sa emita semnalul corespunzator prescris de regula 34c) ii)     ( _ . _ . )   si sa manevreze astfel incat sa permita o depasire in deplina siguranta. Daca este in dubiu, nava poate emite semnalele sonore prescrise de regula 34d) ;         ( . . . . . ).

ii)      Prezenta regula nu scuteste nava care ajunge din urma de obligatia de a se conforma dispozitiilor din regula 13.

f)  A vessel nearing a bend or an area of a narrow channel or fairway where other vessels may be obscured by an intervening obstruction shall navigate with particular alerness and caution and shall sound the appropriate signal prescribed in Rule 34 e)          ( __ ).

f)     O nava care se apropie de un cot sau de un loc aflat intr-un senal sau intr-o cale de acces ingusta in care alte nave pot fi mascate de prezenta unor obstacole trebuie sa navige cu prudenta si vigilenta deosebita si sa emita semnalul corespunzator prescris de regula 34e) .               ( __ ).

          g) Any vessel shall, if the circumstances of the case admit, avoid anchoring in a narrow channel.

g)   Orice nava trebuie, daca imprejurarile permit, sa evite ancorarea intr-o trecere ingusta .

Rule 10

Traffic separation schemes

Dispozitive de separare a traficului

          a) This Rule applies to traffic separation schemes adopted by the Organization and does not relieve any vessel of her obligation under any other Rule.

a)   Prezenta regula se aplica dispozitivelor de separare a traficului adoptate de catre Organizatie.

          b) A vessel using a traffic separation scheme shall:

               i)proceed in the appropriate traffic lane in the general direction of traffic flow that lane;

             ii)so far as practicable keep clear of a traffic separation line or separation zone;

           iii)normally join or leave a traffic lane at the termination of the lane, but when joining or leaving from either side shall do so as small an angle to the general direction of traffic flow as practicable.

b)   Navele care naviga in interiorul unui dispozitiv de separare a traficului trebuie :

               i)     sa navige pe calea de circulatie corespunzatoare in directia generala a traficului ;

             ii)     sa se indeparteze in masura posibilului de linia sau zona de separare a traficului ;

           iii)     ca regula generala, sa se angajeze sau sa iasa dintr-o cale de circulatie pe la una din extremitati, dar atunci cand se angajeaza sau iese lateral, sa faca aceasta manevra sub un unghi cat mai mic fata de directia generala a traficului.

          c) A vessel shall, so far as practicable, avoid crossing traffic lanes but if obliged to do so shall cross on a heading as nearly as practicable at right angles to the general direction of traffic flow.

c)   Navele trebuie sa evite pe cat este posibil sa intretaie caile de circulatie, dar, daca sunt nevoite s-o faca, ele trebuie pe cat posibil sa traverseze perpendicular pe directia generala a traficului.

          d)   i) A vessel shall not use an inshore traffic zone when she can safely use the appropriate     traffic lane within the adjacent traffic separation scheme. However, vessels of less than 20 metres in length, sailing vessels and vessels engaged in fishing may use the inshore traffic zone.

                 ii) Not withstanding subparagraph d) i), a vessel may use an inshore traffic zone when en route to or from a port, offshore instalation or structure, pilot station or any other place situated within the inshore traffic zone or to avoid immediate danger.

          j) A vessel of less than 20 metres in length or a sailing vessel shall not impede the safe pasage of a power-driven vessel following a traffic lane.

Rule 12

Sailing vessels

          a) When two sailing vessels are approaching one another, so as to involve risk of collision, one of them shall keep out of the way of the other as follows:

               i)     when each has the wind on a different side, the vessel which has the wind on the port side  shall keep out of the way of the other;

             ii)     when both have the wind on the same side, the vessel which is to windward shall keep out of the vessel which is to leeward;

           iii)     if a vessel with the wind on the port side sees a vessel to windward and cannot determine with certainty whether the other vessel has the wind on the port or on the starboard side, she shall keep out of the way of the other.

a)   Cand doua nave cu vele se apropie una de alta astfel incat exista pericol de abordaj, una dintre ele trebuie sa se abata din drumul celeilalte dupa cum urmeaza :

               i)     cand navele primesc vantul din borduri diferite, nava care primeste vantul din babord trebuie       sa se abata  din drumul celeilalte ;

             ii)cand cele doua nave primesc vantul din acelasi bord, nava din vant trebuie sa se abata din drumul navei de sub vant ;

b) For the purposes of this Rule the windward side shall be deemed to be the opposite to that on which the mainsail is carried or, in the case of a square-rigged vessel, the side opposite to that on which the largest fore-and-aft sail is carried.

Rule 13

Overtaking

          a) Notwithstanding anything contained in the Rules of Part B, Sections I and II, any vessel overtaking any oyher shall keep uot of the way of the vessel being overtaken.

a)     Oricare ar fi dispozitiile regulilor din partea B sectiunile I si II, orice nava care ajunge din urma o alta nava trebuie sa se abata din drumul navei ajunse din urma.

          b) A vessel shall be deemed to be overtaking when coming up with another vessel from a direction more than 22,5 degrees abaft her beam, that is, in such a position with reference to the vessel she is overtaking, that at night she would be able to see only the sternlight of that vessel but neither of her sidelights.

b)     Va fi considerata nava care ajunge pe o alta din urma acea nava care se apropie de o alta, venind dintr-o directie mai mare de 22.5 dinapoia traversului celeilalte nave, adica aceea care se gaseste intr-o astfel de pozitie fata de nava ajunsa din urma incat noaptea, ar putea vedea numai lumina din pupa a navei ajunse, fara sa vada nici una dintre luminile din borduri.

          c) When a vessel is in doubt as to whether she is overtaking another, she shall assume this is the case and act accordingly.

c)      Daca o nava nu poate stabili cu siguranta ca ajunge din urma o alta nava, ea trebuie sa se socoteasca ca fiind nava care ajunge din urma si sa manevreze in consecinta.

          d) Any subsequent alteration of the bearing between the two vessels shall not make the overtaking vessel a crossing vessel within the meaning of these Rules or relieve her of the duty of keeping clear of the overtaken vessel until she is finally past and clear.

d)     Nici o schimbare ulterioara de relevment dintre cele doua nave nu poate face sa se considere nava care ajunge din urma o alta nava, drept nava care taie drumul acesteia din urma in sensul prezentelor reguli si nici nu o va absolvi de obligatia de a se abate din drumul navei ajunse din urma pana cand aceasta nu a fost definitiv evitata si depasita.

Rule 14

Head-on situation

a) When two power-driven vessels are meeting on reciprocal or nearly reciprocal courses so as to involve risk of collision each shall alter her course to starboard so that each shall pass on the port side of the other.

a)   Cand doua nave cu propulsie mecanica naviga pe drumuri direct opuse sau aproape opuse in asa fel incat exista pericolul de abordaj,fiecare din ele trebuie sa abata la tribord pentru a trece prin babordul celeilalte.

          b) Such a situation shall be deemed to exist when a vessel sees the other ahead and by night she could see the masthead lights of the other in a line or nearly in a line and/or both sidelights and by day she observes the corresponding aspect of the other vessel.

b)   Trebuie sa se considere ca o astfel de situatie exista atunci cand nava vede o alta nava drept in prova ei in asa fel incat, noaptea, va vedea luminile de catarg ale celeilalte nave pe aceiasi verticala si/sau amandoua luminile din borduri, iar, ziua, va vedea cealalta nava sub un unghi corespunzator.

          c) When a vessel is in any doubt as to whether such a situation exists she shall assume that it does exists and act accordingly.

c)   Cand o nava nu poate determina cu siguranta ca o astfel de situatie exista, ea va trebui sa considere ca aceasta situatie exista si sa manevreze in consecinta.



Rule 15

Crossing situation

When two power-driven vessels are crossing so as to involve risk of collision, the vessel which has the other on her own starboard side shall keep out ot the way and shall, if the circumstances of the case admit, avoid crossing ahead of the other vessel.

Cand doua nave cu propulsie mecanica au drumuri care se incruciseaza in asa fel incat exista pericolul de abordaj, nava care vede cealalta nava prin tribord trebuie sa se abata din drumul celeilalte si, daca imprejurarile permit acest lucru, sa evite sa-I taie drumul prin prova.

Rule 16

Action by give-way vessel

Manevra “navei neprivilegiate”

Every vessel which is directed to keep out of the way of anothervessel shall, so far as possible, take early and substantial action to keep well clear.

Orice nava care este obligata sa se abata din drumul unei alte nave,trebuie, pe cat posibil, sa manevreze din timp, hotarat si in asa fel incat sa se indeparteze la o distanta apreciabila.

Rule 17

Action by stand-on vessel

Manevra ”navei privilegiate”

a)   i) Where one of the two vessels is to keep out of the way the other shall keep her course and speed.

    ii) The latter vessel may however take action to avoid collision by her manoeuvre alone, as soon as it becomes apparent to her that the vessel required to keep out of the way is not taking appropriate action in compliance with these Rules.

a) i) Cand o nava este obligata sa se abata din drumul altei nave, aceasta din urma trebuie    sa-si mentina drumul si viteza.

  ii)Aceasta din urma nava poate totusi sa actioneze in scopul evitarii abordajului numai prin manevra sa, deindata ce i se pare evident ca nava care are obligatia de a se abate din drumul sau nu face manevra corespunzatoare prevazuta de  prezentele reguli.

          b) When, from any cause, the vessel required to keep her course and speed finds herself so close that collision cannot be avoided by the action of the give-way vessel alone, she shall take such action as will best aid to avoid collision.

b)Cand, dintr-o cauza oarecare, nava obligata sa-si mentina directia si viteza se gaseste atat de aproape de cealalta incat abordajul nu poate fi evitat numai prin singura manevra a navei neprivilegiate, ea va executa manevra cea mai indicata pentru a ajuta la evitarea abordajului.

 

          c) A power-driven vessel which takes action in a crossing situation in accordance with sub-paragraph a) ii) of this Rule to avoid collision with another power-driven vessel shall, if the circumstances of the case admit, not alter course to port for a vessel on her own port side.

c)   O nava cu propulsie mecanica, care manevreaza pentru a evita un abordaj cu o alta nava cu propulsie mecanica al carui drum incruciseaza drumul sau in conditiile prevazute in alineatul a)ii) din prezenta regula, nu trebuie, daca imprejurarile permit acest lucru, sa se abata la babord daca cealalta nava se afla in babordul sau.

d) This rule does not relieve the give-way vessel of her obligation to keep of the way.

Rule 18

     ii) A vessel constrained by her draught shall navigate with particular caution having full regard to her special condition.

d) i) Ori ce nava, alta decat o nava care nu este stapana pe manevra sau o nava a carei capacitate de manevra este redusa trebuie, daca imprejurarile permit, sa nu impiedice libera trecere a unei nave stanjenite de pescajul sau, care arata semnalele prevazute la regula 28 ;

e) A seaplane on the water shall, in general, keep well clear of all vessels and avoid impeding their navigation. In circumstances, however, where risk of collision exists, she shall comply with the Rules of this Part.

e) Un hidroavion amerizat trebuie, ca regula generala, sa se tina cat mai departe de toate celelalte nave si sa evite a le stanjeni navigatia. Totusi, cand exista pericol de abordaj, acest hidroavion trebuie sa se conformeze regulilor din prezenta parte.

SECTION  III

            a) This Rule applies to vessels not in sight of one another when navigating in or near area restricted of visibility.

a)    Prezenta regula se aplica navelor care nu se vad una pe alta si care naviga inlauntrul sau in apropierea zonelor de vizibilitate redusa .

          b) Every vessel shall proceed at a safe speed adapted to the prevailing circumstances and conditions of restricted visibility. A power-driven vessel shall have her engines ready for immediate manoeuvre.

b)    Orice nava trebuie sa navige cu o viteza de siguranta adaptata imprejurarilor existente si conditiilor de vizibilitate redusa. Navele cu propulsie mecanica trebuie sa aiba masinile gata de a manevra imediat .

         

          c) Every vessel shall have due regard to the rpevailing circumstances and conditions of restricted visibility when complying with the Rules of Section I of this Part.

c)    Orice nava, atunci cand se conformeaza regulilor din sectiunea “I” din prezenta parte, trebuie sa tina neaparat seama de imprejurarile existente si de conditiile de vizibilitate redusa.

          d) A vessel which detects by radar alone the presence of another vessel shall determine if close-quarters situation is developing and/or risk of collision exists. If so, she shall take avoiding action in ample time, provided that when such action consists of an alteration of course, so far as possible the following shall be avoided:

     i) an alteration of course to port for a vessel forward of the beam, other than for a vessel being  overtaking;

     ii) an alteration of course towards a vessel abeam or abaft the beam.

d)    O nava care detecteaza numai cu radarul prezenta unei alte nave trebuie sa stabileasca daca exista posibilitatea unei situatii de foarte mare apropiere si/sau un pericol de abordaj. In acest caz, nava trebuie sa ia cu mult timp inainte masuri pentru evitarea acestei situatii; totusi daca aceste masuri constau dintr-o schimbare de drum, este necesar sa se evite, in masura posibilului, urmatoarele manevre:

i) o schimbare de drum catre babord in cazul unei nave care se afla inaintea traversului, cu exceptia cazului cand aceasta nava este ajunsa din urma ;

ii) o schimbare de drum in directia unei nave care se afla la travers sau inapoia traversului.

     e) Except where it has been determinated that a risk of collision does not exists, every vessel which hears apparently forward of her beam the fog signal of another vessel, or which cannot avoid a close-quarters situation with another vessel forward of her abeam, shall reduce her speed to the minimum at which she can be kept on her course. She shall if necessary take all her way off and in any event navigate with extreme caution until danger of collision is over.

e) Cu exceptia cazului in care s-a stabilit ca nu exista pericol de abordaj, orice nava care aude dintr-o directie ce pare a fi inaintea traversului, semnalul de ceata al unei nave, sau care nu poate evita o situatie de foarte mare apropiere cu o alta nava aflata inaintea traversului, trebuie sa reduca viteza sa la minimum necesar mentinerii drumului. Daca este necesar, va trebui sa opreasca si in toate imprejurarile sa navige cu atentie extrema pana cand a trecut pericolul de abordaj.

PART C

LIGHTS AND SHAPES

RULE 20

Application

a)  Rules in this part shall be comlied with in all weathers.

a)     Regulile prezentei parti trebuie respectate pe orice vreme.

          b)  The Rules concerning lights shall be comlied with from sunset to sunrise, and during such times no other lights shall be exibited, except such lights as cannot be mistaken for the lights specified in these Rules or do not impair their visibility ordistinctive character, or interfere with the keeping of a proper look-out.

b)     Regulile privitoare la lumini trebuie respectate de la apusul la rasaritul soarelui. In acest interval de timp, nu trebuie sa se arate nici o alta lumina care sa poata fi confundata cu luminile prescrise de prezentele reguli si care pot stanjeni vederea sau caracterul distinctiv al acestora sau care pot impiedica efectuarea unei veghe satisfacatoare.

          c)  The lights prescribed by these Rules shall, if carried, also be exibited from sunrise to sunset in restricted visibility and may be exibited in all other circumstances when it is deemed necessary.

Rule 21

          a)  Masthead light means a white light over the fore and aft centreline of the vessel showing an unbroken lightover an arc of the horizon of 225 0 and so fixed as to show the light from right ahead to 22,5 0 abaft the beam on either side of the vessel.

In a vessel of less than 20 m in length the sidelights may be combined in one lantern carried on the fore and aft centreline of the vessel.

Rule 22

Visibility of lights

The lights prescribed in these Rules shall have an intensity as specified in Section 8 of Annex I to these Regulations so as to be visible at the fllowing minimum ranges:

a)     A power-driven vessel underway shall exhibit:

                                  i)     a masterhead light forward;

                                ii)     a second masterhead light abaft of and higher than the forward one; except that a vessel of less than 50 m in length shall not be obliged to exhibit such light but may do so;

                              iii)     sidelights;

                              iv)     a sternlight.

b)  An air-cushion vessel when operating in the non-displacement mode shall, in addition to the lights prescribed in paragraph a) of this Rule, exhibit an all-round flashing yellow light.

       ii) A power-driven vessel of less than 7 m in length whose maximum speed does not exceed 7 knots may in lieu of the lights prescribed in paragraph a) of this Rule exhibit an all-round white light  and shall, if practicable, also exhibit sidelights;

       iii) The masthead light or all-round white light on a power-driven vessel of less than 12 m in length may be displaced from the fore and aft centreline of the vessel if centreline fitting is not practicable, provided that the sidelights are combined in one lantern which shall be carried on the fore abaft centreline of the vessel or located as nearly as practicable in the same fore and aft line as the masthead light or the all-round white light.

c)      i) o nava cu propulsie mecanica, cu o lungime mai mica de 12 m, poate arata in locul   luminilor prescrise in paragraful a) a prezentei Reguli, o lumina alba vizibila pe intreg orizontul si luminile din borduri;

Rule 24

Towing and pushing

Remorcare si impingere

a)     A power-driven vessel when towing shall exhibit:

                                  i)     instead of the lights prescribed in Rule 23 a) i) or a) ii), two masthead lights in a vertical line. When the length of the tow, measuring from the stern of the towing vessel to the after end of the tow exceed 200 m, three such lights in a vertical line.

                                ii)     sidelights;

                              iii)     a sternlight;

                              iv)     a towing light in a vertical line above the sternlight;

                                v)     when the length of the tow exceeds 200 m, a diamond shape where it can best be seen.

          b)  When pushing a vessel and a vessel being pushed ahead are rigidly connected in a composite unit they shall be regarded as a power-driven vessel and exhibit the lights prescribed in Rule 23.

                                ii)     a vessel being towed alongside shall exhibit a sternlight and at the forward end, sidelights.

          g)  An inconspicuous, partly submerged vessel or object, or combination of such vessels or objects being towed, shall exhibit:

                                 i)      if it is less than 25 m in breadth, one all-round white light at or near the forward end and one at or near the after end except that dracones need not exhibit a light at or near the forward end;

                               ii)      if it is 25 m or more in breadth, two additional all-round white lights at or near the extremities of its breadth;

                             iii)      if it exceeds 100 m in length, additional all-round white lights between the lights prescribed in sub-paragraphs i) and ii) so that the distance between the lights shall not exceed 100 m;

                             iv)      a diamond shape at or near the aftermost extremity of the last vessel or object being towed and if the length of the tow exceeds 200.

g)     O nava sau un obiect remorcat care este partial in imersiune si greu de observat, sau o combinatie de astfel de nave sau obiecte trebuie sa arate:

h)  Where from any sufficient cause it is impracticable for a vessel or object being towed to exhibit the lights or shapes prescribed in paragraph e) or g) of this rule, all possible measures shall be taken to light the vessel or object towed or at least to indicate the presence of such vessel or object.

                                  i)     Where from any sufficient cause it is impracticable for a vessel not normally engaged in towing operations to display the lights prescribed in paragraph a) or c) of this Rule, such vessel shaal not be required to exhibit those lights when engaged in towing another vessel in distres or otherwise in need of assistance. All possible measures dhall be taken to indicate the nature of the relationship between the towing vessel and the vessel being towed as authorized by Rule 36, in particular by illuminating the towline.

Rule 25

Sailing vessels underway and vessels under oars

            ii) A vessel under oars may exhibit the lights prescribed in this Rule for sailing vessel, but if she does not, she shall have ready at hand an electric torch or lighted lantern showing a white light which shall be exhibited in sufficient time to prevent collision.

       d)  i) o nava cu vele cu o lungime mai mica de 7 m trebuie, daca este posibil, sa poarte luminile prescrise la paragrafele a) sau b), dar in cazul ca nu la poarta, trebuie sa fie pregatita sa arate in orice moment, pentru prevenirea unei coliziuni, o lanterna electrica sau un felinar aprins cu lumina alba;

          e)  A vessel proceeding under sail when also being propelled by machinery shall exhibit forward where it can best been seen a conical shape, apex downwards.

Rule 26

Fishing vessels

          a)  A vessel engaged in fishing, whether underway or at anchor, shall exhibit only the lights and shapes prescribed in this Rule.

          b)  A vessel engaged in trawling, by which is meant the dragging through the water of a dredge net or other apparatus used as a fishing appliance, shall exhibit:

                                  i)     two all-round lights in a vertical line, the upper being green and the lower white, or a shape consisting of two cones with their apexes together in a vertical line one above the other; a vessel of less than 20 m in length may instead of this shape exhibit a basket;

                                ii)     a masthead light abaft and higher than the all-round green light; a vessel of less than 50 m in length shall not be obliged to exhibit such a light but may do so;

                              iii)     when making way through.

          b)  O nava care trauleaza, adica trage prin apa un traul sau o alta unealta de pescuit, trebuie sa poarte:

                                ii)      when there is outlying gear extending more than 150 m horizontally from the vessel, an all-round white light or a cone apex upwards in the direction of the gear;

                              iii)      when making way through the water, in addition to the lights prescribed in this paragraph, sidelights and a sternlight.

          c)  O nava care pescuieste, altfel decat prin traulare, trebuie sa poarte:

                               ii)      three shapes in a vertical line where they can best be seen. The highest and lowest shapes shall be balls and the middle one a diamond;

                             iii)      when making way through the water, a masthead light or lights, sidelights and a sternlight, in addition to the lights prescribed in sub-paragraph i);

                             iv)      when at anchor, in addition to the lights or shapes prescribed in sub-paragraph i) and ii), the light, lights or shape prescribed in Rule 30.

c)  A power-driven vessel engaged in a towing operation such as severely restricts the towing vessel and her tow in their ability to deviate from their course shall, in addition to the lights or shapes prescribed in Rule 24 a), exhibit the lights or shapes prescribed in sub-paragarphs b) i) and ii) of this Rule.

                                 i)      two all-round red lights or two balls in a vertical line to indicate the side on which the obstruction exists;

                               ii)      two all-round green lights or two diamonds in a vertical line to indicate the side on which another vessel may pass;

                             iii)      when at anchor, the lights or shapes prescribed in this paragraph instead of the lights or shape prescribed in Rule 30.

e)  Whenever the size of a vessel engaged in diving operations makes it impracticable to exhibit all lights and shapes prescribed in paragraph d) of this Rule, the following shall be exhibited:

                                  i)     three all-round lights in a vertical line where they can best be seen. The highest and lowest of this lights shall be red and the middle light shall be white;

                                ii)     a rigid replica of the International Code flag “A” not less than 1 m in hight. Measures shall be taken to ensure its all-round visibility.

f)  A vessel engaged in mineclearance operations shall in addition to the lights prescribed for a power-driven vessel in Rule 23 or to the lights or shape prescribed for a vessel at anchor in Rule 30 as appropriate, exhibit three all-round green lights or three balls. One of these lights or shapes shall be exhibited near the foremast head and one at each end of the fore yard. These lights or shapes indicate that it is dangerous for another vessel to approach within 1000m of the mineclearance vessel.

f)  O nava angajata in operatiuni de deminare trbuie sa poarte, pe langa luminile prescrise in Regula 23 penru o nava cu propulsie mecanica, sau luminile si semnele prescrise pentru o nava la ancora in Regula 30, dupa caz, trei lumini verzi vizibile pe intreg orizontul sau trei bule. g)  Vessels of less than 12 m in length, except those engaged in diving operations, shall not be required to exhibit the lights and shapes prescribed in this Rule.

Rule 28

Vessels constrained by their draught

                             iii)      when at anchor, in addition to the lights prescribed in sub-paragraph i), the ligghts or shape prescribed in Rule 30 for vessels at anchor.

Rule 30

Anchored vessels and vessels aground

a)  A vessel at anchor shall exhibit where it can best be seen:

                                  i)     in the fore part, an all-round white light or one ball;

                                ii)     at or near the stern and at a lower level than the light prescribed in sub-paragraph i), an all-round white light.

                                  i)     la partea din prova o lumina alba vizibila pe intreg orizontul sau o bula;

          b)  A vessel of less than 50 m in length may exhibit an all-round white light where it can best be seen instead of the lights prescribed in paragraph a) of this Rule.

Rule 31

Seaplanes

Where it is impracticable for a seaplane to exhibit lights and shapes of the characteristics or in the positions prescirbed in the Rules of this Part she shall exhibit lights and shapes as closely similar in characteristics and position as is practicable.

Un hidroavion care este in imposibilitatea de a purta luminile si semnele cu caracteristicile si amplasarea prescrise de regulile din aceasta parte, trebuie sa poarte lumini sau semne apropiindu-se cat mai mult posibil de acelea prescrise de aceste reguli.

RULE 32

Definitions

Definitii

a)  The word whistle means any sound signalling appliance capable of producing the prescribed blasts and which complies with the specifications in Annex III to these regulations.

b)  The term short blast means a blast of about one second’s duration.

          c)  The term prolonged blast means a blast of from 4 to 6 seconds duration.

RULE 33

Equipment for sound signals

Echipamente de semnalizare sonora

a)  A vessel of 12 m or more in length shall be provided with a whistle and a bell and a vessel of 100 m or more in length shall, in addition, be provided with a gong, the tone and sound of which cannot be confused with that of the bell. The whistle, bell and gong shall comply with the specifications in Annex III to these regulations. The bell or gong or both may be replaced by other equipment having the same respective sound characteristics, provided that manual sounding of the prescribed signals shall always be possible. 

a)  O nava avand o lungime de 12 m sau mai mare trebuie sa fie prevazuta cu un fluier si cu un clopot, iar o nava a carei lungime este de 100 m sau mai mare trebuie sa aibe in plus un gong al carui sunet sau timbru nu trebuie sa poata fi confundat cu acelea ale clopotului. Fluierul, clopotul si gongul trebuie sa satisfaca specificatiile din Anexa III a prezentului regulament. Clopotul sau gongul, sau amandoua, pot fi inlocuite cu un alt echipament avand respectiv aceleasi caracteristici sonore, cu conditia ca sa fie posibila intotdeauna actionarea manuala pentru producerea semnalelor prescrise.

b)  A vessel of less than 12 m in length shall not be obliged to carry the sound signaling appliances prescribed in paragraph a) of this Rule but if she does not, she shall be provided with some other means of making an efficient sound signal.

RULE 34

Manoeuvring and warning signals

Semnale de manevra si semnale de avertizare

a)  When vessel are in sight of one another, a power-driven vessel underway, when manoeuvring as authorized or required by these Rules, shall indicate that manoeuvre by the following signals on her whistle:

a)  Atunci cand navele se vad unele pe altele, o nava cu propulsie mecanica in mars, manevrand asa cum este autorizat sau prescris de prezentele Reguli, trebuie sa indice aceste manevre prin urmatoarele semnale, emise cu fluierul:

               -    one short blast to mean:                          I am altering my course to starboard;

b)   Any vessel may suplement the whistle signals prescribed in paragraph a) of this Rule by light signals, repeated as appropriate, whilst the manoeuvre is being carried out:

                                ii)     the duration of each flash shall be about one second, the interval between flashes shall be about 1sec., and the interval between succesive signals shall be not less than 10 sec.;

                              iii)     the light used for this signal, if fitted, be an all-round white light, visible at a minimum range of 5 miles, and shall comply with the provisions of Annex 1 to these Regulations.

                                ii)      the vessel aboutto be overtaken when acting in accordance with Rule 9 e) i) shall indicate her agreement by the following signal on her whistle:

            ( _  .  _  . )       - one prolonged, one short, one prolonged and one short blast in that order.

                                ii)     nava care urmeaza a fi depasita trebuie, manevrand conform dispozitiilor din Regula 9 e) si i), sa-si dea acordul sau emitand cu fluierul urmatorul semnal:

d)     When vessels in sight of one another are approaching each other and from any cause either vessel fail to understand the intentions of the other, or is in boubt whether sufficient action is being taken by the other to avoid collision, the vessel in doubt shall immediately indicate such doubt by giving at least 5 short and rapid blasts on the whistle. Such signal may be suplemented by a light signal of at least 5 short and rapid flashes.           ( .  .  .  .  . )

d)     Cand doua nave care sunt in vedere si se apropie una de alta dar dintr-o cauza oarecare una din ele nu intelege intentiile sau actiunile celeilalte, sau nu stie daca cealalta nava ia masuri  suficiente pentu a evita coliziunea, nava care are indoielile le va exprima imediat emitand cu fluierul o serie rapida de cel putin cinci sunete scurte. Acest semnal poate fi completat cu un semnal luminos alcatuit din cel putin cinci sclipiri scurte si rapide.        ( .  .  .  .  . )

e)  A vessel nearing a bend or an area of a channel or fairway where other vessels may be obscured by an interventing obstruction shall sound one prolonged blast. Such signal shall be answered with a prolonged blast by any approaching vessel that may be within hearing around the bend or behind the intervening obstruction.

e)  O nava care se apropie de un cot sau de o parte a unui senal ori de o cale de acces unde alte nave ar putea fi mascate de un obstacol, trebuie sa emita un sunet lung. Orice nava care vine in directia sa si care aude semnalul din cealalta parte a cotului sau inapoia obstacolului trebuie sa raspunda la acest semnal emitand un sunet lung.          ( _ )

          f)   If whistles are fitted on a vessel at a distance apart of more than 100 m, one whistle only shall be used for giving manoeuvring and warning signals.

f)        Cand la bordul navei sunt instalate fluiere la o distanta mai mare de 100 m unul de altul, nu trebuie sa se foloseasca pentru emiterea semnalelor de manevra si a semnalelor de avertizare decat un singur fluier.

RULE 35

Sound signals in restricted visibility

Semnale sonore pe vizibilitate redusa

            In or near an area of restricted visibility, whether by day or night, the signals prescribed in this Rule shall be used as follows:

   Atat ziua cat si noaptea inauntrul sau in apropierea unei zone in care vizibilitatea este redusa, semnalele prescrise de prezenta regula trebuie sa fie folosite dupa cum urmeaza:

a)  A power-driven vessel making way through the water shall sound at intervals of not more than 2 min one prolonged blast. ( _ )

a)     O nava cu propulsie mecanica care se deplaseaza prin apa, trebuie sa emita un sunet lung la intervale care nu vor depasi doua minute;

          b)  A power-driven vessel underway but stopped and making no way through the water shall sound at intervals of not more than 2 min two prolonged blasts in succession with an interval of about 2 sec between them.                           ( _ _ )

b)     O nava in mars, dar stopata si care nu se mai deplaseaza prin apa, trebuie sa emita la intervale care nu vor depasi doua minute, doua sunete lungi separate printr-un interval de aproximativ doua secunde.

          c)  A vessel not under command, a vessel restricted in her ability to manoeuvre, a vessel constrained by her draught, a sailing vessel, a vessel engaged in fishing and a vessel engaged in towing or pushing another vessel shall, instead of signals prescribed in paragraph a) or b) of this Rule, sound at intervals of not more than 2 min three blasts in succession, namely one prolonged followed by two short blasts.                ( _ . . )

c)      O nava care nu este stapana pe manevra, o nava a carei capacitate de manevra este redusa, o nava stanjenita de pescajul sau, o nava cu vele, o nava care pescuieste si o nava care remorcheaza sau impinge o alta nava trebuie sa emita, in locul semnalelor prescrise la paragrafele a) si b) trei sunete consecutive, si anume: un sunet lung urmat de doua sunete scurte, la intervale ce nu vor fi mai mari de doua minute.

          d)  A vessel engaged in fishing, when at anchor, and a vessel restricted in her ability to manoeuvre when carring out her work at anchor, shall instead of the signals prescribed in paragraph g) of this Rule, sound the signal prescribed in paragraph c) of this Rule.            ( _ . . )

d)     O nava in curs de pescuit, cand se afla la ancora si o nava cu capacitatea de manevra redusa cand isi desfasoara activitatea la ancora, trebuie sa emita in locul semnelor prescrise in paragraful g) al prezentei reguli semnalul sonor prescris in paragraful c) al prezentei reguli.

          e)  A vessel towed or if more than one vessel is towed the last vessel of the tow, if manned, shall at intervals of not more than 2 min sound four blasts in succession, namely one prolonged followed by three short blasts. When practicable, this signal shall made immediately after the signal made by the towing vessel.            ( _ . . . )

e)     O nava remorcata sau in cazul in care se remorcheza mai multe nave, ultima din convoi, daca are echipaj la bord, trebuie sa emita la intervale nu mai mari de 2 minutepatru sunete consecutive si anume: un sunet lung si trei sunete scurte. Cand este posibil, acest semnal trebuie emis imediat dupa semnalul emis de nava care remorcheaza.

          f)  When a pushing vessel and a vessel beig pushed ahead are rigidly connected in a composite unit they shall be regarded as a power-driven vessel and shall give the signals prescribed in paragraph a) or b) of this Rule.

f)        Atunci cand un remorcher impingator si o nava impinsa inainte sunt legate rigid, formand o unitate compusa, ele trebuie considerate ca o nava cu propulsie mecanica si trebuie sa emita semnalele prescrise in paragrafele a) sau b) ale prezentei reguli.

          g) A vessel at anchor shall at intervals of not more than 1 min ring the bell rapidly for about 5sec

In a vessel of 100m or more in length the bell shall be sounded in the forepart of the vessel and immediately after the ringing of the bell the gong shall be sounded rapidly for about 5sec in the after part of the vessel. A vessel at anchor may in addition sound three blasts in succession, namely one short, one prolonged and one short blast, to give warning of her position and of the possibility of collision to an approaching vessel.        ( . . . . . )     ( . _ . )

g)     O nava aflata la ancora trebuie sa bata clopotul rapid, timp de aproximativ 5 sec., la intervale de cel mult un minut. La o nava cu lungimea de 100 m sau mai mult se va bate clopotul la prova navei si imediat dupa aceea se va bate rapid gongul timp de aproximativ 5 sec. la pupa navei. O nava aflata la ancora poate, in plus, sa emita trei sunete consecutive si anume: un sunet scurt, unul lung si unul scurt pentru avertizarea unei nave care se apropie de pozitia sa si exista posibilitatea unei coliziuni.

          h)  A vessel aground shall give the bell signal and if required the gong signal prescribed in paragraph g) of this Rule and shall, in addition, give 3 separate and distinct strokes on the bell immediately before and after the rapid ringing of the bell. A vessel aground may in addition sound an appropriate whistle signal.

h)      O nava esuata trebuie sa bata clopotul si daca este nevoie sa bata gongul prescris la paragraful g). In plus, imediat inainte si dupa bataile rapide de clopot va emite 3 lovituri de clopot separate si distincte. In plus, o nava esuata poate emite cu fluierul un semnal cuprinzator.

          i)  A vessel of less than 12 m in length shall not be obliged to give the above-mentioned signals but, if she does not, shall take some other efficient sound signal at intervals of not more than 2 min.

i)        O nava cu lungimea mai mica de 12 m nu este obligata sa emita semnalele mai sus mentionate, dar in cazul in care nu le emite trebuie sa emita un alt semnal sonor, eficient, la intervale care sa nu depaseasca doua minute.

          j)  A pilot vessel when engaged on pilotage duty may in addition to the signals prescribed in paragraph a), b), or g) of this Rule sound and identity signal consistingof four short blasts.  ( . . . . )

j)        O nava de pilotaj atunci cind se afla angajata in serviciul de pilotaj, poate sa emita, pe langa semnalele prescrise in paragrafele a), b) sau g) ale prezentei reguli, un semnal de identificare constand din patru sunete scurte.

RULE 36

Signals to attract attention

Semnale pentru a atrage atentia

If necessary to attract the attention of another vessel any vessel may make light or sound signals that cannot be mistaken for any signal authorized elsewhere in these Rule, or may direct the beam of her searchlight in the direction of the danger, in such way as not to embarrass any vessel.

Any light to attract the attention of another vessel shall be such that it cannot be mistaken for any aid to navigation. For tha purpose of this Rule the use of high intensity intermittent or revolving lights, such as strobe lights, shall be avoided.

Orice nava, daca socoteste ca este necesar sa atraga atentia unei alte nave, poate emite semnale luminoase sau sonore care sa nu poata fi confundate cu nici unul din semnalele prescrise de oricare din prezentele reguli, sau sa indrepte lumina proiectorului sau, in directia pericolului care ameninta nava, in asa fel incat lumina proiectorului sa nu stanjeneasca alte nave.

Orice semnal luminos folosit pentru atragerea atentiei unei alte nave trebuie sa fie de o asemenea natura incat sa nu poata fi confundat cu nici un alt mijloc de semnalizare de navigatie. In intelesul acestei reguli trebuie evitata utilizarea luminilor intermitente sau rotative de mare intensitate cum ar fi luminile tip stoboscopice.

RULE 37

Distress signals

Semnale de pericol

          When a vessel is in distress and requires assistance she shall use or exibit the signals prescribed in Annex IV to these Regulations.

          O nava care este in pericol si cere ajutor trebuie sa foloseasca sau sa arate semnalele prescrise la Anexa IV a prezentului regulament.

ANNEX IV

1. The following signals, used or exhibited either together or separately, indicate distress and need of assistance:

1. Semnalele urmatoare, folosite sau aratate impreuna sau separat, arata un pericol si nevoia de ajutor:

a)     a gun or other explosive signal fired at intervals of about 1 min;           

a)     o lovitura de tun sau alte semnale explozive trase la intervale de circa un minut;

b)     a continuous sounding with any fog-signalling apparatus;

b)     sunet continuu produs de un aparat oarecare pentru semnale de ceata;

c)      rockets or shells, throwing red stars fired one at a time at short intervals;

c)      fuzee sau bombe proiectand stele rosii lansate una cate una la intervale scurte;

d)     a signal made up by radiotelegraphy or by any other signaling method consisting of the group . . . _ _ _ . . . ( S O S ) in the Morse Code;

e)     a signal sent by radiotelephony consisting of the spoken word “ Mayday “;

g)     a signal consisting of a square flag having above or below it a ball or anything resembling a ball;

h)      flames on the vessel ( as from a burning tar barrel, oil barrel, etc.);

2. The use of exhibition of any of the foregoing signals except for the purpose of indicating distress and need of assistance and the use of other signals which may be confused with any of the above signals is prohibited.

2. Este interzisa folosirea oricaruia din semnalele de mai sus, in afara de cazul cand se indica un pericol sau nevoia de ajutor, cat si folosirea altor semnale ce ar putea fi confundate cu unul din semnalele de mai sus.

3. Attention is drawn to the relevant section of the International Code of Signals, the Merchant Ship Search and Rescue Manual and the following signals:

a)     a piece of orange coloured canvas with either a black square and circle or other appropriate symbol ( for identification from the air );

b)     a dye marker.

3. Este necesar sa se dea atentie capitolelor corespunzatoare din Codul International de semnale, Manualului de cautare si salvare pentru uzul navelor de comert si semnlelor urmatoare:

The term “height above the hull” means height above the uppermost continuous deck. This height shall be measured from the position vertically beneath the location of the light.

b)     The vertical separation of masthead lights of power-driven vessels shall be such that in normal conditions of trim the after light will be seen over and separate from the forward light at a distance of 1000m from the stem when viewed from sea level.

b)     Distanta pe verticala dintre luminile de catarg ale navelor cu propulsie mecanica, trebuie sa fie astfel incat in conditii normale de asieta lumina din pupa sa poata fi totdeauna vazuta distinct deasupra luminii din prova, de la o distanta de 1000m din prova navei, privind de la nivelul marii.


c)      The masthead light of a power-driven vessel of 12m but less than 20m in length shall be placed at a height above the gunwale of not less than 2.5m.

c)      Lumina de catarg a unei nave cu propulsie mecanica cu o lungime de 12m sau mai mare, dar mai mica de 20m, trebuie sa se afle la o inaltime de cel putin 2,5m deasupra puntii.

d)      A power-driven vessel of less than 12m in length may carry the uppermost light at a height of less than 2.5m above the gunwale. When however a masthead light is carried in addition to sidelights and a sternlight or the all-round light of Rule 23 c) i) is carried in addition to sidelights, then such masthead light or all-round light shall be carried at least 1m higher than the sidelights.

d)     O nava cu propulsie mecanica cu o lungime mai mica de 12m, poate avea lumina cea mai de sus la o inaltime mai mica de 2,5m deasupra puntii. Totusi, atunci cand are o lumina de catarg in afara de luminile din borduri si lumina de pupa, aceasta lumina de catarg trebuie sa se afle la cel putin 1m deasupra luminilor din borduri.

e)     One of the two or three masthead lights prescribed for a power-driven vessel when engaged in towing or pushing another vessel shall be placed in the same position as either the forward masthead light or the after masthead light; provided that, if carried on the aftermast, the lowest after masthead light shall be at least 4.5m vertically higher than the forward masthead light.

e)     Una dintre cele doua sau trei lumini de catarg pravazute pentru o nava cu propulsie mecanica care remorcheaza sau impinge o alta nava trebuie sa se gaseasca in acelasi loc cu lumina de catarg prova, sau cu lumina de catarg pupa, cu conditia ca in cazul in care se afla amplasata pe catargul pupa, sa fie cu cel putin 4,5m mai sus in plan vertical, decat lumina de catarg prova.

f)        i) The masthead light or lights prescribed in Rule 23 a) shall be so placed as to be above                                  and of all other lights and obstruction except as described in subparagraph ii).

   i)  Lumina sau luminile de catarg prescrise in regula 23 a) trebuie astfel amplasata incat sa          se afle deasupra si distinct de toate celelalte lumini si obstacole, exceptand situatia descrisa in subparagraful ii).

               ii) when it is impracticable to carry the all-round light prescribed by Rule 27 b) i) or Rule 28                below the masthead lights, they may be carried above the after masthead light(s) or          vertically in between the forward masthead light(s), provided that in the latter case the      requirement of Section 3 c) of this Annex shall be complied with.

                ii) cand nu este posibila amplasarea luminilor vizibile pe intreg orizontul,prescrise prin regula      27 b) i) sau regula 28, sub luminile de catarg, ele pot fi amplasate deasupra        luminii(luminilor) de catarg pupa sau intr-un plan vertical intre lumina(luminile) de catarg    pupa, cu conditia ca, in cel de-al doilea caz, sa se respecte cerinta din sectiunea 3 c) a         prezentei anexe.

g)     The sidelights of a power-driven vessel shall be placed at a height above the hull not grater then three-quarters of that of the forward masthead light. They shall not be so low as to be interfered with by deck lights.

g)  Luminile din borduri ale unei nave cu propulsie mecanica trebuie sa se gaseasca la o inaltime deasupra puntii care sa nu depaseasca trei sferturi din inaltimea luminii de catarg prova. Ele nu trebuie asezate prea jos pentru a nu se confunda cu luminile de pe punte.

h)      The sidelights, if in a combined lantern and carried on a power-driven vessel of not less than 20m in length, shall be placed not less than 1m below the masthead light.

h)      Luminile din borduri atunci cand sunt reunite intr-un felinar combinat si se afla la o nava cu propulsie mecanica cu o lungimea mai mica de 20m, trebuie sa se afle la cel putin 1m sub lumina de catarg.

i)        When the Rules prescribe two or three lights to be carried in a vertical line, they shall be spaced as follows:

i)  Atunci cand regulile prevad doua sau trei lumini verticale, acestea trebuie distantate in felul urmator:

                                  i)      on a vessel of 20m in length or more such lights shall be spaced not less than 2m apart, and the lowest of these lights shall, except where a towing light is required, be placed at a height of not less than 4m above the hull.

                                  i)      la bordul unei nave cu o lungime de 20m sau mai mare, aceste lumini trebuie sa fie distantate la cel putin 2m una de alta iar lumina inferioara nu trebuie sa fie la o inaltime mai mica de 4m fata de punte, in afara de cazul cand nava trebuie sa poarte o lumina de remorcaj;

                                ii)      on a vessel of less than 20m in length such lights shall be spaced not less than 1m apart, and the lowest of these lights shall, except where a towing light is required, be placed at a height of not less than 2m above the gunwale.

                                ii)      la bordul unei nave cu o lungime mai mica de 20m, aceste lumini trebuie sa fie distantate cu cel putin 1m una de alta iar lumina inferioara nu trebuie sa se afle la o inaltime mai mica de 2m de punte, afara de cazul cand nava trebuie sa poarte o lumina de remorcaj;

                              iii)      when three lights are carried they shall be equally spaced.

                              iii)      atunci cand exista trei lumini, ele trebuie asezate la intervale egale.

j)        The lower of the two all-round lights prescribed for a vessel when engaged in fishing shall be at a height above the sidelights not less than twice the distance between the two vertical lights.

j)        Lumina cea mai de jos din cele doua lumini vizibile pe intreg orizontul prevazute pentru o nava in curs de pescuit, trebuie sa se afle deasupra luminilor din borduri la o inaltime cel putin egala cu dublul distantei dintre cele doua lumini verticale.

k)  The forward anchor light prescribed in Rule 30 a) i), when two are carried, shall not be less than 4.5m above the after one. On a vessel of 50m or more in length this forward lights shall be placed at aheight of not less than 6m above the hull.

k)      Cand se expun doua lumini de ancora, lumina de ancora prova prescrisa de regula 30 a) i) nu trebuie sa se gaseasca la mai putin de 4,5m deasupra luminii din pupa. La bordul unei nave cu o lungime mai mare de 50m, lumina de ancora din prova nu trebuie sa fie la mai putin de 6m deasupra puntii.
